We encourage you to use online payment to pay by yourself through paypal. If by some reason, you cannot do it by yourself, you need to: (1) fill offline payment form from confhub and fax the filled form to 914-729-1088 (go through the above steps and you will see), AND (2) write an email to jiazhang AT cs.niu.edu with all of the following information:
-paper id
-paper title
-paper proceedings (icws or services)
-payment item details (e.g., ieee number for registration, non-ieee registration, fall school, tutorial, etc.) -total payment amount

For a participant who pays ICWS 2008 or SERVICES 2008 (Part II) registration, he/she can:
-obtain a copy of the ICWS or SERVICES proceedings (Part II);
-participate in all ICWS 2008 sessions and all SERVICES 2008 (Part II) sessions (including SOA Industry Summit), (except Tutorials and Summer School);
-obtain one banquet ticket;

For a participant who wants to register Tutorial(s), he/she must first register ICWS/SERVICES 2008, and then pay the tutorial fee for each registered tutorial. He/she can:
-obtain a copy of the proceedings for the registered conference;
-participate in all ICWS sessions andSERVICES 2008 (Part II) sessions (including SOA Industry Summit), only the tutorials registered;
-obtain one banquet ticket;

For a participant who registers SOA Industry Summit, he/she can:
-obtain a copy of the SERVICES proceedings (Part II);
-participate in all ICWS sessions andSERVICES 2008 (Part II) sessions (including SOA Industry Summit) (Except Tutorials and Summer School);
-obtain one banquet ticket;

Note: For participants/authors registered as non-author students, he/she can:
-participate in all ICWS sessions andSERVICES 2008 (Part II) sessions, and SOA Industry Summit (Except Tutorials and Summer School);
-one banquet ticket;

Note: For visa letter, please complete your registration   and send requests to registration AT servicescomputing.org.

Each paper REQUIRES at least one FULL registration, before the camera-ready manuscript can be included in the proceedings.There is no student rate for the author who is responsible for registration for his/her published paper. If you have more than one accepted paper, you have to register for each one individually. There is no discount if you have two or more papers accepted. You can find the registration fees as follows:

If you are looking for a visa letter for attending IEEE ICWS 2008/SERVICES 2008 (Part II), please follow IEEE Conference Visa Letter Request Process .

Please follow the following procedure to register:

Go online to ICWS 2008 Online Registration System. The online system allows you to select from two options:
  • online PayPal method: This method is powered by PayPal and you will be re-directed to PayPal (Pay directly from your PayPal balance or linked bank account. Or charge it to your credit card (Visa card, Master card, Discover card, American Express card)) to finish your registration process.
  • offline payment method: This method will allow you to print out the registration form from the online registration system, choose from check or credit card payment option, and then fax/mail/email the signed registration form, which will be manually handled by IEEE credit card processing system.

The registration process is explained as follows:

Information about PayPal Payment

As an eBay Company, PayPal provides the most popular online payment system. PayPal allows individual customer to send money or collect money online without any transaction fee.

An icws 2008 participant who is new to PayPal is not required to create a PayPal account to complete the registration. You can go through an alternate checkout, and have the option to sign up afterwards. Please SELECT "No shipping required (online download, payment for a service, etc.)" when you provide your billing information on the shipping page.

An icws 2008 participant who already has PayPal accounts can continue to enjoy the privileges of the accounts, such as payment history and integration with eBay Auctions, with the same checkout experience. You can get a FREE PayPal account at any time.

You can use eCheck via PayPal.  

Cancellations and Substitutions

Cancellations and substitutions are allowed. However, full registration fees will be charged unless a cancellation notice is sent in writing, and received or faxed on or before August 20th, 2008 to the registration chair of ICWS 2008. All the registrations for published papers in the Proceedings of IEEE ICWS 2008 cannot be cancelled.

A $70 handling fee will be applied to all canceled registrations. Fees cannot be refunded for registrations cancelled after the deadline (08/20/2008). No-shows will be billed. Registration transfer is allowed. A letter on your company's letterhead is required from the original registrant stating the conditions of the substitution and the name of the replacement.

IEEE Conference Visa Letter Request Process

IEEE's guidelines for providing visa letters are as follows:

Visa letters will only be issued to

  • People the committee knows
  • Speakers/Presenters
  • Committee members
  • Attendees who have paid their registration fees in full and are not from one of the countries embargoed by the U.S. Treasury Department's Office of Foreign Assets Control


Visa letters will state only the facts

  • Conference title, dates and location
  • That the requester has paid the required registration fee in full (Verify that the credit card clears before providing letter).
  • If he/she is either a committee member, speaker, or presenter

If you are an author and require a visa to enter China to attend IEEE ICWS/SERVICES 2008, please send your request to Professor Hong Mei, General Co-Chair, at Peking University (meih@pku.edu.cn), copy to Local Arrangement Chair Qun Zhou (registration@servicescomputing.org), by providing the paper ID and title, author name(s), complete contact information, and your registration information (i.e. paid registration fee). Upon receiving your request, subject to the confirmed registration verified by the local arrangement chair, Professor Mei will send you the visa letter pursuant to IEEE policy and regulations.

If you are a regular registrant and require a visa to enter China to attend IEEE ICWS/SERVICES 2008, please send your request to Professor Mei with the confirmed registration number obtained from the IEEE registration web site. Professor Mei will verify your registration with the local arrangement chair and finance chair and issue the visa letter.
