The safety and well-being of all conference participants is our priority. After evaluating the current COVID-19 situation, the decision has been made to transform the in-person component of IEEE SERVICES 2020 into an all-digital conference experience. Therefore, IEEE SERVICES 2020 will no longer take place in Beijing, China and will instead take place virtually. The conference dates remain as October 18 – 24, 2020. Proceedings will not be cancelled, and publications will continue as planned. All presentations are required to be given through digital means in 2020.
As we make this transition to a virtual event, we will be retooling the registration fee structure to reflect the new experience. There will be two registration systems. For participants outside China the payment will be made in USD. For participants reside inside China the payment can be made in RMB using another registration system constructed locally. The organizers of the 2020 IEEE World Congress on Services remain steadfast in advancing our discipline by continuing to engage an international community of scholars committed to the highest standards of research quality. Because of the unusual situation in China this year, the organizers opted to relax the onsite presentation policy while re-committing to high quality review processes consistent with the Congress’ excellent reputation. This decision balances our ongoing global engagement strategy with a practical remedy to deal with an unusual situation.
As of March 5, the Steering Committee has approved the final plan for the 2020 IEEE World Congress on Services. The Congress will be still held in Beijing, but the dates have been moved to October 18-24, 2020.
The program committee for each conference will continue its operation for the current batch of submissions according to the current schedule:
Normal paper submission due: February 13 March 5, 2020 (5:00 am, UTC)
Final notification to authors: April 6 April 20, 2020
Camera ready manuscripts due: April 20 June 5, 2020
Congress dates: July 7-11 July 20-24, 2020October 18-24, 2020
Because the move created a 7-month gap before the Congress is actually held, the Steering Committee decided to accommodate authors with one more submission window as follows:
Normal paper submission re-opened for the final window: April 27, 2020
Normal paper submission for the final window due: June 5, 2020 (5:00 am UTC)
Final notification for the final window to authors: July 20, 2020 (for all papers submitted in the final window due June 5)
Camera ready manuscript due: August 7, 2020
Congress Date: October 18-24, 2020
Papers accepted within this final window will also be included in the same 2020 proceedings.
Due to this final move the Congress has issued a newly revised presentation policy for authors and presenters affected by the travel issues.

The 2020 IEEE World Congress on Services (SERVICES 2020) will be held on October 18-24, 2020 in Beijing, China. SERVICES 2020 is solely sponsored by the IEEE Computer Society under the auspice of the Technical Committee on Services Computing (TCSVC). The scope of SERVICES 2020 covers all aspects of services computing and applications, current or emerging. SERVICES 2020 event topics include various systems and networking research pertaining to cloud, edge and Internet-of-Things (IoT), as well as technologies for intelligent computing, learning, big data and blockchain applications, while addressing critical issues such as high performance, security, privacy, dependability, trustworthiness, and cost-effectiveness. The Congress will also include symposia and workshops supporting deep-dive discussions on emerging important topics, and complement the SERVICES 2020 program with industry and application presentations and panels. Authors are invited to prepare early and submit original papers to any of these conferences at www.easychair.org. All submitted manuscripts will be peer-reviewed by at least 3 three SERVICES 2020 reviewers. Accepted and presented papers will appear in the SERVICES 2020 conference proceedings published by the IEEE Computer Society Press.
